POSITION SUMMARY: The Senior Director, Adult Residential Behavioral Health Services manages and oversees all Adult Residential Behavioral Health Services (ARBHS) personal care homes (PCHs), Community Residential Rehabilitation (CRR) programs, Supported Living Arrangements (SLAs) and works with the Pennsylvania Regional Director of Residential and Family Services and the Coordinator of Quality Improvement (QI)/ Quality Assurance (QA) to oversee, plan, and implement Corporate Quality Improvement initiatives. DUTIES AND RESPONSIBILITIES: Ensure that services being provided are of the highest level and top quality and exceed compliance with regulations throughout all ARBHS by providing direct supervision and support of the programs, observing interactions within the framework of the program/team, overseeing financial performance of the programs, and becoming familiar with the regulations to ensure compliance with funding sources Collaborate with the QI team on planning and implementation of Corporate Quality Improvement initiatives within ARBHS including but not limited to ensuring all required trainings are met, maintaining a working knowledge of licensing requirements and demonstrating knowledge of state-of-the-art standards application to ensure program compliance Develop and oversee achievement of QI outcome measures, in cooperation with QI, for all ARBHS programs, e.g., positive discharges to lesser restrictive environments, progress of individuals relative to treatment goals; based on the outcomes of the trend analysis by QI, determine whether processes need changing or refocus to reach program goals Work with the Branding Department in the areas including but not limited to developing promotional materials, ensuring that promotional materials are available to staff and that staff are using them at applicable in-person community events while participating in human service alliances to advance funding opportunities Organize and implement strategies to improve financial performance and program operations within ARBHS including but not limited to maintaining program census reporting, managing overtime, and negotiating program-sustaining funding rates Develop and implement strategic plans of action for expansion of services in program areas for growth of census in order to provide more service opportunities throughout the communities served Develop program policies and procedures for ARBHS, including but not limited to appropriate staffing in line with each program within ARBHS, abiding by fiscal recommendations to ensure the program are producing favorable outcomes for their specific budgets in conjunction with the Regional Director and QI team to ensure best practices and program compliance Oversee the development and implementation of customer/family satisfaction assessments for ARBHS for the purpose of ensuring stakeholder satisfaction and ascertain the interest of new programming in adult behavioral health outside of current programming. Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, performance management, promotion, discipline and termination; coordinate training of staff in all related operational and billing processes including but not limited to managed care principles and funding requirements Works with, understands, and complies with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, processing transfers and promotions, administering disciplinary actions, adjudicating grievances, where appropriate, etc. Be available for 24/7 administrative on-call, as needed Fill in for ARBHS Unit Directors as needed, e.g., when positions are vacant, during vacations/approved leaves of absence Perform cardiopulmonary resuscitation (CPR), and safe crisis intervention using ag ncy trained protocols Perform other duties as assigned IMMEDIATE SUPERVISOR: Pennsylvania Regional Director of Residential and Family Services DIRECT REPORTS: Unit Directors of ARBHS programs, Operations Manager, Associate Director, ARBHS Administrative Assistant CONTACTS:  Elwyn staff, funding agencies, community agencies, individuals served and their parents/ guardians/ advocates, physicians, medical communities, vendors EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS: Bachelor's or master's degree in a human services discipline including but not limited to Behavioral Health, Psychology, Public Health, Public Administration preferred Five (5) years' management and supervisory experience in behavioral health or social service field Demonstrated experience developing and overseeing adherence to program budgets Knowledge of applicable regulations and guidelines including but not limited to at least three (3) of the following: Managed Care Organization (MCO) guidelines Commission on Accreditation of Rehabilitation Facilities (CARF) standards Personal Care Homes (PCH) regulations Community Residential Rehabilitation (CRR) regulations Demonstrated ability to work effectively as part of a team and with a multitude of stakeholders Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities Demonstrated strong attention to detail Demonstrated strong time management and organizational skills Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision Demonstrated experience with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, processing transfers and promotions, administering disciplinary actions, adjudicating grievances, where appropriate, etc Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions Must be able to perform CPR, and safe crisis intervention, using agency-trained protocols Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; experience using electronic client records and employee timekeeping systems preferred Must have current, valid driver's license in state of residence, three (3) years driving experience, and acceptable driving record PHYSICAL DEMANDS/ENVIRONMENTAL PROFILE: See Physical Demands Checklist below which represents the general physical demands and environment conditions to which the employee holding this position must meet, in addition to the duties and responsibilities listed above, to successfully perform the essential functions of this job.
