Supplemental Qualifications:

Three (3) years of sub professional engineering experience in a District Construction Inspection Gang, District Laboratory Gang or District Training Office at the advanced journeyman level (ET 4) in the inspection, testing or delivery of specialized Training in asphaltic concrete mixtures. Possession of a valid LA DOTD Certification as an Asphaltic Concrete Plant Technician and Asphaltic Concrete Paving Technician required.

Function Statement:

The overall function of this position is to serve as lead worker. This position is located in the District 07 Unit 157 of the Department of Transportation and Development and reports directly to the Engineer 5. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

Specialized knowledge, skills and abilities: Incumbent must be able to perform highly complex and technical assignments using their ability to interpret and apply Department policies and procedures and may be required to perform duties in high traffic areas.

The incumbent of this position functions as a district-wide technical expert, advisor or consultant in the preservation, design, validation, production and lay-down operations of Hot Mix Asphalt (HMA) for highway construction projects. The incumbent reports directly to a District Laboratory Engineer (Engineer 5 ). The incumbent is required to interpret and perform a variety of highly complex and technical HMA sampling, testing and inspection procedures to determine the acceptability of contractor produced HMA. The incumbent of this position exercises the independent authority to require the discontinuance of plant or roadway operations when the mixture produced is not in accordance with the approved Job Mix Formula, falls into areas under which payment adjustment schedules must be applied, and may initiate proceedings to revoke a certification or authorization if an inspector/technician is performing substandard work or engages in unethical activities. The incumbent is required to operate a state vehicle for district-wide and state-wide travel to perform duties and to attend meetings and/or trainings. The incumbent may be required to travel out-of- state to attend specialized training in asphalt technology. The duties established herein may also be performed during nighttime construction operations.

35% Specialized Asphalt Plant and Roadway Quality Assurance Responsibilities:

• Reviews contractor proposed Job Mix Formulas (JMF’s) for conformance to specification requirements.

• Coordinates and conducts the validation procedures for the proposed mixtures; Performs advanced and complex testing procedures to determine if the contractor can produce an acceptable mixture in accordance with the JMF during the mixture validation process. The procedures performed during validation include preparing gyratory specimens, testing for Bulk Specific Gravity, Theoretical Maximum Specific Gravity, Gradation, % Asphalt Content, computing the volumetric properties and evaluating the results and recommending corrective actions as needed; Evaluates the constructability and the initial performance of the mixture on the roadway.

• Performs random review inspections of all district HMA plants to ensure that the plant, equipment and processes conform to DOTD and FHWA Policies, Procedures, Standards and Specifications. Duties include independently sampling and testing the materials and mixtures for comparative analysis and verification. Other duties performed during these reviews are verification of materials quantities and verification of the related Certificates of Delivery to the approved JMF. Ensures that QA/QC documentation is in conformance with the project requirements. Ensures that the QA/QC Inspector/Technicians in the plant and at the roadway possess the appropriate credentials and verifies their competency to sample and test according to policy and procedure. Ensures that the contractor is maintaining and calibrating the laboratory testing equipment in accordance with specifications.

• Performs plant certification inspection which entails a comprehensive in-depth inspection of the materials, crushing apparatus, individual plant components, storage/surge silos and plant laboratory testing equipment/devices.

• Observes asphalt roadway operations and makes recommendations on proper laydown practices and procedures.

30% Incumbent serves as lead worker for the District 07 Asphalt Section. The functional supervision duties include: establishing, delegating, reviewing and approving work assignments as well as coordinating testing of asphalt at plants as required when mix is being produced for state jobs. Provides training for asphalt-related duties.

15% Specialized situational and consultant duties:

• Serves as a subject matter expert or technical advisor for the district in the design, sampling, testing and inspection of HMA and surface treatments.

• Performs forensic analyses on HMA mixtures at the plant and roadway to identify deficiencies and recommends solutions and/or corrective actions. Assists in trouble shooting, dispute resolution and in resolving highly complex technical engineering problems that relate to asphalt operations.

• Serves as a member of various committees or work groups that contribute to the advancement of asphalt technology. Serve as a member of the Test Procedures Technical Review Committee for Bituminous Materials and Mixtures. Assists in the development of sampling and testing procedures at the plant and on the roadway.

• Participates in the development, revision or delivery of DOTD training courses in the areas of HMA

• Communicates with department managers, supervisors, inspectors, technicians, contractors, independent laboratories, LTRC and FHWA to disseminate, exchange or report information on asphalt technologies, department policies, procedures, standards and specifications.

10% Compiles data from laboratory volumetric test results and computes statistical analyses for Standard Deviation, Quality Index and Percent within Limits which determines mixture acceptability and Pay Determination. Assists in the 2059 reviews.

5% Attends and successfully completes structured training requirements and attends specialized training in asphalt technology by providers such as the Louisiana Transportation Research Center (LTRC), National Center of Asphalt Technology (NCAT) or the Asphalt Institute. Performs additional duties as determined by the supervisor.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
