This Position is for a Staff Consultant/Grants Management with a company located in Jackson.

 

Job Summuary: EisnerAmper is seeking a Staff Consultant - Grants Management to assist with federal, state, and local government grants management, construction management, housing and infrastructure compliance and delivery of services. Provides client support with monitoring state and federal grants including project eligibility, reporting and recipient and subrecipient monitoring.  

 

Duties and Responsibilities: Participates in grants management projects, and multi-disciplinary tasks within scope of program or project. Develops competency in federal and state policy, specifically federal funding requirements under 2 CFR 200

Assists the team through all phases of a program including work planning, mobilization, execution, and closeout consistent with established program delivery processes to meet the scope, schedule, budget and other contract requirements.

Assists with the development and monitoring of proper grants management procedures required in all phases of the grant lifecycle. Delivers client services including, but not limited to:

 Monitoring grants, including uniform guidance recipient monitoring, and sub-recipient monitoring.

Analyze applicants or recipient's budgets to ensure costs are reasonable, necessary, allocable, and otherwise allowable, and within expenditure limits.

Consult with award recipients and program officials on financial, program, administrative, or policy matters.

Evaluate award recipient amendment requests (e.g., budget modifications, budget period extensions, changes in scope, changes in contact) to ensure proposed changes comply with the award terms and conditions.

Monitor all phases of grants and agreements for the award life cycle.

Monitor award recipients for compliance with award terms and conditions.

Provide guidance to award recipients and program officials on the proper application of Federal regulations and agency policies and processes.

Respond to award applicant inquiries on administrative, financial, or programmatic issues related to pre-award and post-award activities (e.g., risk analysis, grant monitoring).

Review applicable award documents to ensure compliance with administrative, financial, programmatic, policy, and legal regulations and requirements.

Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas.

Assists with the implementation of and ensures adherence to proper workflow, processes, and procedures.            

Ensures engagements and special assignments are accomplished within the approved budget and on time, along with managing team resources in an efficient and effective manner to meet productivity and realization goals, along with scheduling internal and external activities. Maintains working knowledge of eligible reimbursements for agencies at the local, state, and federal levels. Ensures that the scope of work is completed to the satisfaction of the client and key stakeholders, while simultaneously ensuring that quality, financial, risk management, business and policy expectations are met. Communicates and works with the team on a variety of issues potentially including progress and status, scope, schedule and budget as well as progress of deliverables, client reviews, technical input, and comment resolution. Participates in the collaboration with external agencies, if required, and other stakeholders as needed to enable successful development and implementation of complex project workflow and processes. Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas. Participates in the preparation of deliverables/reports for review by t e Manager or Team Lead that include any noted issues, trends and other micro/macro level risks identified through the execution of projects activities. Provides support on other consulting projects, not related to grants management, as necessary.

 

Education and Qualifications: Bachelor's Degree required, Master's Degree is preferred. Degree in Accounting, Finance, Business, Public Administration, or elated field is required. Project Management Professional (PMP), Certified Grants Management Specialist (CGMS), Grants Professional Certification (GPC), Certified Scrum Master (CSM), Certified Public Accountant (CPA), or other grants management certifications are preferred, but not required. Minimum 10+ years of previous experience in grant management, program management, disaster management programs or similar fields is required, 15+ years is preferred. Knowledge of and experience with federally funded grants management and reporting, including IIJA, EPA, and Broadband and the related statutes, regulations, policies, and processes. 5+ years of consulting and/or client support and Business Development. 5+ years in a management or supervisor role. A strong policy background including a comprehensive understanding of the Uniform Guidance, Title 2 of the Code of Federal Regulations (CFR) Section 200, and post-award grant management activities and compliance requirements. Successful experience with grant writing, preferably with federal, state, and local governments, tribal and/or territorial agencies. Strong writing and presentation skills required. Ability to support/perform grants management related thought leadership/knowledge management actions -- attending/organizing conferences/workshops/webinars/abstracts/writing white papers and articles. Strong interpersonal, organizational, research, time management, critical thinking, problem-solving, and oral and written communication skills.

Able to provide technical assistance related to the federal procurement process. Ability to identify and research potential funding opportunities and interpret and understand grant application guidelines and requirements. Subject matter expert of the full grant lifecycle from pre-award, post-award through post-closeout on federally funded programs. Able to work in a dynamic, fast-paced, innovative, and continuously changing environment. Ability to perform effectively, efficiently and with quality under tight deadlines and manage multiple priorities. Possess a high degree of professionalism including the ability to maintain high levels of confidentiality. Project management skills with the ability to manage multiple projects and tasks with a strong attention to detail and accuracy. Capacity for quickly understanding new concepts, workflows, and systems.

Must be technically proficient with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.
