Job Summary:

The Senior Training Manager is responsible for managing all training support requirements and initiatives related to the Homeland Security National Training Program (HSNTP) Cooperative Agreement. The Senior Training Manager will oversee the instructional and support staff for the DHS/FEMA sport safety and security training program for all approved courses. This includes the primary point of contact role for instructors and course/instructor monitoring in accordance with guidelines prescribed in the Cooperative Agreement Procedures Manual (CAPM). The Senior Training Program will also oversee the instructor certification process. As directed, this position is responsible for training and mentoring other Training Managers to ensure compliance for all DHS/FEMA related guidelines.

Primary Job Duties and Responsibilities:

  • Oversee the course instructor’s selection, training, day-to-day assignment, and performance. Establish goals and monitor performance for all assigned staff. Review instructor evaluations on a quarterly basis and provides coaching and/or additional training as needed.

  • Observe and evaluate all instructional staff. Maintain up-to-date instructor training records and oversee all components of the instructor certification process as established by DHS/FEMA. Ensures budget guidelines are followed for instructional support.

  • Meet all required performance targets: number of course deliveries and participants, and instructor utilization. This includes marketing efforts to ensure the optimal target market is captured.

  • Manage course coordination efforts and course support to ensure the quality of each delivery within the program. This includes preparing training materials, shipping material, coordinating delivery locations and ensuring all course forms are completed in a timely manner.

  • Develop and implement strategies to enhance training quality, capacity, performance and overall value to the customer.

  • Manage strategic planning and calendar establishing priorities and synchronizing long-range schedules to optimize effectiveness and enhance operational productivity.

  • Keeps informed of and interprets pertinent rules, regulations, policies and procedures set forth by the University or other governing agencies and adjust plans as required.

Minimum Qualifications:

Bachelor’s degree from an accredited college or university in criminal justice, sports management or a related field and at least 8 years of experience in project management in sports administration, emergency management, law enforcement or a related field. In lieu of a degree, 15 years of progressive experience in project management in sports administration, emergency management, law enforcement or a related field is acceptable.

Preferred Qualifications:

Master's Degree from an accredited college or university in criminal justice, sports management or a related field and at least 12 years’ of project management experience in sports administration, emergency management, law enforcement or a related field. In lieu of a degree, 20 years of progressive experience in project management in sports administration, emergency management, law enforcement or a related field is acceptable.
