Program Area Chief Engineer - Ejection & Propulsion (Onsite)

(Associate Director, Project Engineering Manager)

This is an on-site position located either in Fairfield, California or Colorado Springs, Colorado.

Job Description:

Collins is seeking a Program Area Chief Engineer (PACE) for its Ejection Seats & Propulsion (E&P) portfolio. The E&P portfolio is chartered to develop life-saving energetic devices within Mission Systems.

This role is responsible for leading and managing all engineering activities in the successful capture and program execution of complex systems and products across multiple programs in a portfolio. The PACE partners with the Value Stream organization and champions all disciplines with leadership and guidance on pursuits, investments, proposals, and program development and production activities.

Primary Responsibilities:

  • Responsible for coaching and mentoring a direct staff of program chiefs across E&P, to foster a strong talent pipeline

  • Proactive identification, communication and mitigation of technical, cost, and/or schedule risks, before issue arise

  • Works with the Program Chief Engineering (PCE) or Project Engineer to review program technical baselines, ensuring they are appropriate to the program phase

  • Foster collaboration between the Discipline and Functional organizations to achieve maximum cost/schedule/performance efficiencies

  • Reviews and approves engineering execution risk mitigations and opportunity capture plans, which consist of active mitigation

  • Driving positive, execution de-risking opportunity identification across the portfolio

  • During program start-ups or major ECP additions, ensure Engineering scope is fully understood and documented, ensure adequate processes and tools are in place, with proper Engineering resources assigned

  • Support technology roadmap development and maintenance, in alignment with portfolio strategies, including the productization and refactoring of product/program capabilities in support of business growth objectives

  • Communicate status and concerns in a timely manner to Value Stream Management and Engineering management, including effectively raising issues and help needed

  • Track and report metrics across the portfolio to ensure common approach as well as consistency amongst programs and pursuit

  • Ensure compliance with Collins Management System, prepare and review department bids and proposals.

  • Build and maintain customer relationships to engage on emerging issues and develop future opportunities.

  • Consistently produce superior results, keeping projects on schedule and contributing to a positive work environment.

Basic Qualifications:

  • Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 12 years of prior relevant experience unless prohibited by local laws/regulations. OR Advanced Degree in a related field and minimum 10 years experience OR In absence of a degree, 16 years of relevant experience is required

  • Must be a U.S. Citizen

  • Ability to obtain and maintain Alcohol, Tobacco, Firearms, and Explosives (ATF) access.

  • Proficient in Earned Value Management

  • Excel working in a team environment, establishing collaborative relationships with co-workers.

  • Ability to communicate technical issues, risks, and status in both written and oral forms.

  • Experience with risk and opportunity management, including interface with program management team and external customer.

  • Desire for position to be onsite in Fairfield, CA. Will consider onsite in Colorado Springs, CO.

  • Minimum of 25% travel will be required.

Preferred Qualifications:

  • Advanced degree desired

  • People Leader experience desired.

  • Prior experience in related Engineering discipline(s).

  • Exceptional organizational, analytical, written, and verbal communication skills

  • Superior interpersonal and influencing skills, including coaching, and mentoring of other engineering staff.

  • Ability to bring team members together and work problems to resolution.

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
