The Louisiana Department of Wildlife and Fisheries is responsible for managing and protecting the state’s renewable natural resources, including all wildlife and aquatic life.

This position is responsible for supervisory duties related to Accounts Payable including approving purchase order and contractor payments, approving employee travel disbursements, imprest account management, and supervision of the accounting for purchasing cards and fueltrac cards. This position will also supervise three Accountants and one student.

VACANCY INFORMATION:

This position may be filled as a:

  • Probational Appointment

  • Promotion (open to all statewide classified and agency wide permanent status employees)

Current permanent status classified state employees may be required to accept a Probational appointment if selected.

This position is located in Baton Rouge, LA.

IDEAL CANDIDATE:

  • Knowledge or training in the following areas is a requirement for performance of the duties of this position: statewide financial and accounting system LaGov, SAP, PCARD Works, Fueltrac System and Quickbooks, department organizational structure, expenditure chart of accounts, LaGov reporting tool, purchasing and travel regulations and general accounting principles.

  • Strong communication, organizational, time management and customer service skills are essential

  • Keen attention to detail as well as the ability to take initiative and follow-through in a timely manner

  • Ability to work independently as well as collaboratively in a team environment.

EXAMPLES OF ESSENTIAL DUTIES:

  • Approves vendor payments and employee disbursements

  • Imprest Account Management

  • Processing of Purchasing Card Statements

  • Processing of Fueltrac Card Statements

  • LaGov Vendor Payment Management

  • LaGov SAP Program Management.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:

A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.

SUBSTITUTIONS FOR DEGREE ONLY:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Analyzes data, extracts information, prepares applications for automated systems, and manipulates information in the preparation of complex financial reports and schedules.

Ensures that accurate internal ledgers and records are maintained and are reconciled periodically with reports generated by ISIS, agency Accounting Services Division, or equivalent.

Responsible for oversight of posting and journalizing ledgers and preparing financial accounts reports.

Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; and program or management personnel for the purpose of providing information and technical assistance needed to resolve problems.

Confers with administrators regarding problem areas, making recommendations for increasing efficiency, and for changing procedures.
